“In heavy rain, the high speed of the wipers is way too slow... Making it unsafe to see even when prudence of slowing down and/or possibly considering pulling over. One cannot see safely enough to seek a pull over spot during the immediacy of the situation.. Thus ongoing travel is the only option…”
