Official summary
This bulletin provides a procedure to eliminate a reed-type whistling or screeching sound which has been isolated to originating from the front windshield upper molding / weatherstrip. The sound is most prevalent while driving at highway speeds (approximately 70-75 mph) when there are crosswinds present. The procedure involves the installation of 2 small strips of epdm foam material, one under each upper corner area of the windshield molding lip to prevent the condition from occurring.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
