Official summary

Some customer s may complain about a rattle noise in the driver s seat (a) when stopping or starting the vehicle. This rattle noise is caused by a gap between the seat frame and the link bracket. To correct the problem, a bracket and seat spring are attached to the inner and outer seat frames.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
