Official summary

Some 2014-2017 fusion and 2017 escape vehicles equipped with a 1.5l gasoline turbocharged direct injection (gtdi) engine and an odometer reading 16,000 km (10,000 miles) or above may exhibit low coolant, white exhaust smoke and may also exhibit an illuminated mil with diagnostic trouble codes (dtcs) p0217, p0300, p0301, p0302, p0303, p0304, p0316 and/or p1299. This condition may be due to an intake manifold bolt backing out causing damage to the charge air cooler (cac). Follow the service procedure steps to correct the condition

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
