Official summary
Some 2013 c-max vehicles may exhibit the inability to configure the abs module during the pmi process following an abs module or hydraulic control unit (hcu) replacement. This concern may be due to a powertrain control module (pcm) calibration which is not compatible with the new abs module. Reprogram pcm to the latest calibration using ids release 104.03 or higher. Make sure you are connected to the internet when entering module programming to obtain the latest updates. Calibration files may also be obtained at www.motorcraftservice.com.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
