Official summary

Some customers may complain that the doors do not lock / unlock when pressing the request switch. This may be caused by a torn or cracked request switch rubber button (a). The rubber surface of the request switch may become gradually worn out by repeated use. Water may enter the request switch and cause a short-circuit of the electrical system. To eliminate this concern, the thickness of the rubber button has been increased from 0.6 mm to 1.8 mm to improve wear resistance.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
