Official summary

"issue: a customer may report that the transmission control switch (rotary selector) intermittently fails to rise when the start/ stop ignition button is pressed or may rise and fall immediately, particularly where ambient temperatures are less than 4 degrees c. Cause: the motor within the transmission selector assembly may be at the lower end of the specification preventing it from rising within the required time span."

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
