Official summary
"situation: condensation / mist may appear on the inside of front and/or rear exterior lamps. Cause: condensation/mist is a natural phenomenon which can occur when there is a temperature difference between the inside and outside of the lamp unit. This condensation is considered to be as a result of normal atmospheric conditions and replacing the light unit will not correct this symptom. With the introduction of clear lenses condensation is likely to be more noticeable but does not affect the performance of the lamp. Condensation will clear when the lights have been on for some length of time a

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
