Official summary

"issue: misdiagnosis of minor fluid leaks from the stabilizer bar. Action: in order to correctly diagnose the leak path on a stabilizer bar, clean the suspected area thoroughly and confirm if the leak is from the pipe o-rings, the stabilizer bar hydraulic seal or somewhere else. If found to be from the pipe o-rings (see attached document), these are serviceable parts and should be replaced. If the leak is found to be from the hydraulic seal, this is not a serviceable part and a new stabilizer bar will be required."

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
