Official summary

"situation: the climate control blower motor may intermittently cut out when set to maximum. Cause: this may be caused due to the potential for the blower motor to hit the upper limit for current and cut out when the climate control is on maximum or if the blower motor is manually put to maximum. The issue is intermittent because it is highly dependent on the state of charge of the battery and the inputs to the system. Blower motor operation can be reset by either cycling the ignition off/on or by cycling the climate control off/on manually."

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
