Official summary
Some 2017 Explorer base level vehicles equipped with a manual front passenger seat may exhibit a stuck condition in the full forward position. This may be caused by the seat being moved firmly from the rearward position to the forward position causing the seat track stop bracket to bend allowing the adjuster bar to become trapped under the bracket. The bracket is located on the inner side of the outboard track at the front. Remove the bracket to release the adjuster bar and slide the seat rearward. Bend the bracket back to the correct position and reattach. Refer to Workshop Manual Section 501

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
