Official summary

Some 2012-2016 Mazda3s, 2013-2015 CX-5s and 2014-2015 Mazda6s may experience the Check Engine Light ON with DTC P0101 and/or P061B and/or driveability problem after reprogramming the PCM using IDS versions 105.02 to 105.04. If the PCM is reprogrammed with any software number included in the attached file and the throttle valve has too much carbon build up, the engine air amount calculation by the problem software may not be accurate. Perform the following Repair Procedure to correct this issue. NOTE Current version of IDS is 106.02.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
