Official summary

Technical Instructions: In certain 2012 - 2013 Model Year Toyota Tundra and Sequoia vehicles equipped with a 5.7 Liter gasoline or 5.7 Liter-Flex Fuel engines, the Engine Control Module (ECM) calibration may cause an emissions control component called an Air Injection Pump to fail under certain driving conditions. If this occurs, the vehicle could enter a "Fail-Safe" Mode (also known as "Limp-Home" Mode). This mode reduces the vehicle's power and speed, which could inconvenience you and require immediate repair.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
