Official summary
This Preliminary Information communication provides information to the technician about vehicles that may have an engine buzz, moan, rattle, whine, or vibration type noise that can typically be heard at idle or low revolutions per minute. The noise does not indicate a problem and will not result in damage to the pump or the engine. If the customer is dissatisfied with the oil pump whine noise replacement of the oil pump will resolve the concern.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
