Official summary

This Preliminary Information communication provides information to the technician about vehicles that have a belt squeak noise and/or a crankshaft balancer appears to be out of balance or wobbling while watching it with the engine running. Technician will need to check crankshaft balancer run out. If the balancer run out is greater than 0.40mm, replace the crankshaft balancer.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
