Official summary
Service bulletin - Electrical noise (interference) generated by the vehicle may inadvertently cause some or all of the vehicle's airbags to deploy. Many vehicles had an electrical noise suppressor installed under S/B 13-088, Safety Recall: Electrical Noise May Cause Inadvertent Front Airbag Deployment. In rare cases, even with the noise suppressor installed, some front airbags inadvertently deployed.
