Official summary

Technical Bulletin The use of contaminated gasoline, seasonal fuel changes (summer/winter fuel) or gasoline with a low content of deposit control additives may result in one or more of the following conditions: -Excessive accumulation of deposits on intake valves, intake manifold, fuel injectors and combustion chambers. -Engine runs rough after cold start. -Excessive engine cranking time. -Stumbles while driving. -Rough engine idle. -Loss of engine performance. -Poor fuel economy. This document informs of the procedure for the vehicle if it is diagnoised with poor quality gas

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
