TSB: Some 2014 ? 2016 Highlander/HV vehicles may exhibit a condition where the spare tire cable does NOT fully unwind. This condition can occur when the spare tire carrier is operated without the wheel attached. Follow the Repair Procedure in this bulletin to address this condition.
