Official summary
Subaru has determined that a defect, which relates to motor vehicle safety, exists on 5,379 2013MY Subaru Legacy and Outback vehicles. The steering column may not have been manufactured to specification. During the manufacturing process, the steering column shafts may not have been ?press-fitted? sufficiently. This could allow the shafts to disengage from one another. If this were to happen, the driver would lose the ability to steer the vehicle and a crash could occur. This recall will involve replacing the steering column on all affected vehicles

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
