Official summary

Some 2018 Explorers equipped with Platinum trim level built on 25-Oct-2017 and through 01-May-2018 may intermittently display a "Hill Descent Control Fault" message in the IPC briefly at start up without any diagnostic trouble codes (DTCs) stored in the anti-lock brake system (ABS) module. Reprogram the IPC using the appropriate Ford scan tool or equivalent release 110.03 or higher. Make sure you are connected to the internet when entering module programming to obtain the latest updates. For claiming, use causal part 10849 and applicable labor operations in Section 10 of the Service Labor Time

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
