Official summary

Some 2017-2018 Vehicles equipped with a 3.3L or 3.5L EcoBoost engine may exhibit a no crank no start condition that only occurs in freezing ambient temperatures. This may be due to a frozen starter. Replace the starter with part number Jl3Z-11002-E. For claiming, use causal part 11002 and applicable labor operations in Section 10 of the Service Labor Time Standards (SLTS) Manual.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
