Official summary

Some customers may complain about the following: Engine no start. A blurry rear view monitor display. This may be caused by an aftermarket accessory device. Some aftermarket electrical devices (e.g., an accessory cell phone charger, GPS tracker...) may create excessive electrical noise. The noise may interrupt some of the vehicle electrical systems. Below are a few examples of an aftermarket cell phone charger and GPS tracker that are interrupting the vehicle electrical systems.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
