Official summary

FOOTWELL MODULE: LIMITED WARRANTY EXTENSION TO 8 YEARS/125,000 MILES. When performing ISTA/D diagnosis and/or a programming procedure (software update) on an affected vehicle, the Footwell Module (FRM) could fail. There is a compatibility issue with certain combinations of vehicle software (Plant Integration ILevel) and the Footwell Module hardware installed in the vehicle.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
