Official summary

"Under certain conditions, the additional radiator could not be cooled sufficiently. This could cause the engine to overheat. The engine power would be reduced and a Check Control Message would appear. AFFECTED VEHICLES This Delivery Stop involves F34 (3 Series Gran Turismo) produced from July 13, 2015 to July 18, 2015. Vehicles which require this Delivery Stop to be completed will show it as ""Open"" when checked either in AIR, the ""Service Menu"" of DCSnet (Dealer Communication System) or with the Key Reader."

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
