Official summary

"Service Action: Program Control Units (DME - VANOS). If the engine has been off for long period of time, when started it may run very rough at idle with the Service Engine Soon (MIL) light on. The engine power is reduced and a Check Control Message (CCM) ""Drive Faulty; Drive at moderate speed"" is also displayed. If the engine is then stopped and restarted the problem would no longer be present."

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
