Official summary
Part Description: Rotor - Front 2 Piece Issue Description: For SRT vehicles with the 2-piece Front Rotor (BR7 sales code), do NOT replace the rotor for a clicking noise occuring while turning at low parking lot speeds. Instead, remove front wheels and rotors and clean mating surfaces (wheel mounting face, rotor mounting faces (both sides), and hub mounting face) with a Scotch Brite Pad or equivalent, and re-assemble.~

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
