Official summary

Some 2017-2019 Escape/MKC vehicles equipped with a 1.5, 2.0L or 2.3L EcoBoost engines may exhibit an illuminated malfunction indicator lamp (MIL) with diagnostic trouble code (DTC) P04F0 and/or P144C stored in the powertrain control module (PCM). This may be due to loose or partially connected evaporative emissions (EVAP) vapor lines. Before completing the Powertrain Control/Emissions Diagnosis (PC/ED) Manual pinpoint test (PPT) follow the Service Procedure steps on vehicle.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
