Official summary

Some 2016-2019 Explorer vehicles equipped with a 2.3L EcoBoost engine may exhibit a squeal noise from the accessory drive belt, illuminated charging system indicator, and/or damaged alternator pulley. Accessory drive belt DA8Z-8620-G has been released to eliminate this noise and alternator pulley damage. Refer to Workshop Manual (WSM), Section 303-05 for the removal and installation procedure. For claiming, use causal part 8620 and applicable labor operations in Section 06 of the Service Labor Time Standards (SLTS) Manual.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
