Official summary

Some vehicles may exhibit a squeak noise when opening and/or closing the liftgate. This concern only occurs on vehicles where the liftgate stay damper recall (9916H) was previously performed. Some of the liftgate stay damper rods used for the recall were chrome-plated, which is smooth and may cause a shortage of oil film to the stay damper rod. The squeak noise occurs due to the friction between the gas sealing and the damper rod when opening and/or closing the liftgate.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
