Official summary

Some 2011-2019 Explorer vehicles equipped with a factory keyless entry keypad may exhibit a loose driver side B-pillar front door upper moulding. This may be caused by a lack of adhesion of the front door upper moulding to the door. To resolve the condition, follow the Service Procedure steps to reapply adhesive tape to the front door upper moulding. Follow the Service Procedure steps to correct the condition on vehicles that meet all of the following criteria: * 2011-2019 Explorer * Equipped with factory keyless entry keypad * Left side front door upper moulding is loose

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
