Official summary

Some 2013-2016 Fusion and MKZ vehicles may not have a valid 5 digit key code stored in the Ford key code retrieval system. If both keys are lost and the original selling dealer does not have the key code on file, a new lock set may be needed. For Fusion IKT (non push-button start) use lock set ES7Z-5422050-A, Fusion push-button start use lock set ES7Z-5422050-B, and for Lincoln MKZ use lock set DP5Z-5422050-A. Kits include pre-cut keys. The push-button start kits come with back-up key blades, but do not include passive key remotes which will need to be ordered separately. Rotunda, the Technica

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
