Official summary

When replacing manual or automatic transmission, make sure to remove the plug from the old transmission (as shown below) and then re-install it to the new transmission with a new washer. The new transmissions (including remanufactured A/T) have a shipping plug, as shown in the figures (M/T: black, rubber made; A/T: pink and black, with breather). This plug is for shipping use only and needs to be removed in order to re-install the original plug from the old transmission.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
