Official summary
Some customers may complain of a steering wheel vibration (in a rotational direction), when they are not holding onto the steering wheel. The vibration stops when holding onto the steering wheel or when driving. This may be caused by improper control logic of the EPS control module. To eliminate this concern, the EPS control logic has been modified.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
