Official summary
Some 2020-2021 Transit vehicles may exhibit an illuminated malfunction indicator lamp (MIL) with all of the following diagnostic trouble codes (DTCs) stored in the powertrain control module (PCM): P2804, P2803, P0713, P0710, P0709, and P0708. This article only applies if all of these DTCs are present. Prior to any diagnosis, inspect connectors C1551, C1280, C1281, and C1520 for partial connections, damage, or pushed out pins and repair as necessary. If a fault is not identified during the inspections of the connectors, continue diagnosis using the appropriate WSM Sections.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
