Official summary
Some 2021 Mustang Mach-E, F-150, and Edge vehicles may experience a GWM and/or TCU programming failure with an error message displayed in the Ford Diagnosis and Repair System (FDRS) stating The Programming Or Part Number Validation Process Has Failed. This may be due to the USB flash drive being removed from the vehicle media hub before fully completing reprogramming. Reprogram the module(s) following the vehicle onscreen prompts. After the ignition cycle during reprogramming, the touchscreen may go blank. This is a normal part of the reprogramming process. Leave the USB flash drive installed

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
