Official summary

Some 2020-2021 Corsair vehicles built on or before 03-Mar-2021 with the 8F40 transmission may have a torque converter clutch that will not release/unlock at below 5 mph (8 km/h). This may be due to an internal issue with the torque converter clutch (TCC). If this condition is present, install a new torque converter assembly. Refer to Workshop Manual (WSM), Section 307-01. For claiming, use causal part 7902 and applicable labor operations in Section 7 of the Service Labor Time Standards (SLTS) Manual.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
