Official summary
Some 2021 F-150 vehicles built on or before 17-Mar-2021 may experience a lack of steering assist upon start-up along with a Steering Assist Fault message in the instrument panel cluster (IPC) with diagnostic trouble codes (DTC) U3000:96 and U3001:68 in the power steering control module (PSCM). This may be due to battery voltage below 8 volts when attempting to start the vehicle. Power steering assist will be restored when battery voltage is at or above 12 volts and the DTCs are cleared. Replacement of the PSCM is not necessary. To clear the DTCs using the FDRS, select and run the PSCM - Reset

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
