Official summary
Some vehicles may exhibit a fuel odor at the left / rear area of the vehicle while the engine is idling that usually occurs when the fuel tank is warmed up in hot weather and/or after long distance driving. Depending on wind direction and/or parking environment, the odor may be more noticeable. The odor may be caused by evaporative gas from the gas outlet vent.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
