Official summary

Some vehicles may exhibit corrosion on the liftgate lock striker. This may be caused by water penetrating from micro cracks existing on the lock striker's coating surface that reacts with zinc contained in the undercoating and produces the corrosion. To eliminate this concern, a modified undercoating has been established for the liftgate lock striker.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
