Official summary
Some vehicles may exhibit a warning message displayed in the center display a few seconds after the brake system warning light in the instrument cluster has flashed for a moment at the time of departure or stop of the vehicle. This is caused by improper control logic of the gateway unit (GWU). To eliminate this concern, the logic of the GWU has been changed so that a failure determination is not made unless a signal of the brake fluid level sensor lowering has been continued for more than 5 seconds.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
