Official summary

Some 2021-2022 Bronco Sport vehicles may exhibit a rattle or flapping noise coming from the rear air duct vents while driving. This may be due to the normal operation of the rear air duct vents. To determine if this is a normal condition, perform a road test at 40 MPH (65 Km/h) or above. Inspect if the noise is coming from the rear vents. During the road test alternate air conditioning (A/C) between fresh mode and air re-circulation mode. If the noise is eliminated when the A/C is in fresh mode, this is considered a normal characteristic of the vehicle and no repairs should be performed.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
