Official summary

WARRANTY EXTENSION: DEALER PRINCIPAL MEMO - This document is the announcement to the dealer principals that Kia America, Inc., is extending the Hybrid System Warranty coverage for the high-voltage battery safety plug fuse in 2013-2016 MY Optima Hybrid vehicles from 10 years / 100,000 miles to 15 years / 150,000 miles, whichever comes first, starting from the date the vehicle was first put into service. This warranty extension is to address certain concerns related to the potential failure of the high-voltage battery safety plug fuse.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
