Official summary

Some 2021-2022 Mustang Mach-E vehicles built on or before 14-Sep-2022 may exhibit an illuminated powertrain malfunction (wrench) indicator with diagnostic trouble code (DTC) P07E4:00 stored in the secondary on-board diagnostic control module C (SOBDMC) and/or unable to engage park (P). This may be due to the software in the SOBDMC. To correct this condition, follow the Service Procedure to reprogram the powertrain control module (PCM).

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
