Official summary

Some customers may notice an abnormal noise (i.e. whine, groan, rattle or squeak) coming from the front combination lights when turning them on, or a few minutes after turning them off. The noise may be due to contamination by foreign matter during the manufacturing process. The fan motor bearing may become worn out during use. To eliminate the noise, the production process at the supplier and the material has been modified.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
