Official summary
Some 2023 Mustang Mach-E/e-Transit vehicles built on or before 09-Dec-2023 may exhibit an illuminated powertrain malfunction (wrench) indicator with diagnostic trouble codes (DTC) P0B3B, P0B40, P0B45, P0B4A, P0B4F, P0B54, P0B59, and/or P0B5E stored in the battery energy control module (BECM). Vehicle may also exhibit a no start condition, inability to charge the battery and/or a "Stop Safely Now" message displayed in the instrument panel cluster (IPC). This may be due to an intermittent condition in the BECM flexible printed circuit cable.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
