Official summary

Exhaust Gas Flap Noise Complaint Customers may report a high-pitched squealing or squeaking noise originating from the exhaust system, specifically near the exhaust gas flap. Cause The noise occurs during actuation of the exhaust gas flap. Internal movement within the flap mechanism, primarily the flap shaft and return spring, can generate friction-induced squeal. Remedy If a squealing noise is present at the exhaust gas flap, do not replace the entire exhaust gas flap assembly or exhaust system. Perform the following corrective action: 1. Confirm the noise originates from the exhaust gas flap

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
