Official summary
Certain Model Y vehicles may emit rattling or knocking noises when driving over bumps or rough road. The condition can be improved by replacing the front upper control arm mounts, replacing the front damper assemblies, and removing the wiper bracket pencil braces. This document is for vehicles that have already had the front upper control mounts replaced and the wiper bracket pencil braces removed. Replace the front damper assemblies with updated parts.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
