Official summary

It has been determined that the oxygen sensor on certain 1989 jeep cherokee, comanche and wrangler models equipped with a 2.5l engine may be susceptible to failure. Failure of the oxygen sensor may cause your vehicle to be in violation of federal emissions standards. To correct this problem, dealers will replace the oxygen sensor. *tw

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
