Official summary
It has been determined that the 1990 jeep vehicle, equipped with the 2.5l engine, may be in violation of federal emissions standards. Hydrocarbon, carbon monoxide and oxides of nitrogen levels could be above allowable limits, which were established to protect the public health from the dangers of air pollution. To correct this problem, dealers will replace the oxygen sensor. *tw

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
