Official summary

General motors has determined that certain 1995 chevrolet corvette model vehicles with 6-speed manual transmissions may have transmission lubricant trapped behind a "shift shaft detent" which may result in a high shift effort into the reverse gear. This high shift effort may prevent engagement of the reverse gear. To correct this condition, dealers are to replace the "shift detent ball roller" located within the manual transmission. *tw

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
